What the emblem communicates

The emblem is built around an eight-petal civic flower, a central authority core, and a protective circular field. It expresses balance between legitimacy and restraint: power that is structured, accountable, and exercised in service of stability.

  • Eight petals: integrity, neutrality, responsibility, protection, order, transparency, stability, service.
  • Central core: truth, disciplined review, and objective decision-making.
  • Laurel field: earned authority through competence, not spectacle.
